SUMMARY OF THE POSITION OF THE BOARD OF TRUSTEES OF THE MEDICAL COLLEGE OF SOUTH CAROLINA RELATIVE TO THE NON-PROFESSIONAL EMPLOYEES AT THE MEDICAL COLLEGE HOSPITAL 1. No state institution is permitted to recognize, negotiate or contract with a union. The Medical College of South Carolina comes under this category. 2. A uniform job classification system is being prepared by the State for all its employees, including those of the Medical College, to become effective July, 1969. This will define duties and salaries applicable to all levels of employment. 3. The Medical College has already in effect a fair system whereby any employee who has a grievance can present it to the proper administrative person and if not resolved,ultimately to the Board of Trustees. In addition to this, the Medical College will start forthwith, a series of meetings with groups of employees for discussion of grievances and employment practices. These people will be picked on the basis of alphabetical order of names. The administration will invite groups of fifteen chosen in this manner to meet with administrative officers on each Monday and Friday until every person who wants to be heard will have that opportunity. 4. The Medical College Hospital is primarily for the care of the sick and every effort must be expended to achieve excellence in this regard. The policies of the Hospital must be set by the administration and cannot be dictated by any other group. No employee can be allowed to desert a post entrusted to him in the care of human life. 5. The Medical College Board of Trustees is appreciative of the efforts by other groups of citizens concerned with the question of Civil Rights. The policy of the Medical College is for full compliance with all Civil Rights guidelines and this policy is reaffirmed at this time. Any grievances of this nature will be given top priority and immediate investigation by the proper administrative officer. Any necessary action will be taken at once.
