Can to Order Roll Call (82) Minutes aprvd. Dr. Paul W. Sanders reports for Board of Commissioners Action taken by Society on proposals of Board of Commissioners 2/14/52 -1- Business Meeting of the Medical Society of South Carolina Thursday, February 14, 1952 at 8:30 P. M. at Roper Hospital The meeting was called to order by the President, Dr. William H. Prioleau The following members were present: Addlestone Anderson, Banov, Banov, Jr., Barr, Beach, Beckman, Berry, Bonner, Brooks, Cain,Carter, Chamberlain, Cleckley Clement, Coleman, deSaussure, deSaussure, Ellis, Evatt,Hanckel, Harrelson, Hawk,Herbert, Herbert,H. Jenkins, Johnson, Kane, Kerrison, Kredel, Linton, McCord, McIver, McKee, McKee, Maguire,Marshall, Mayo, Miles, G. McF. Mood, McK. P. Moore, Moseley O'Driscoll, Orvin, Parker, Paul, Paulling, Pettit Pratt-Thomas F. R. Price, Duncan Pringle, Prioleau, B.O. Ravenel, J. J. Ravenel,W. J..Ravenel, Rhame, G.P. Richards, Riley, Rivers, Robertson, Sanders, Scharlock, Schofield, Siegling,B. S. Smith C. C. Smith, Steinberg, Speissegger, Sughrue, J. M. Townsend, van de Erve, Waring, Williams, Willis, I.R. Wilson, Jr. and Robert Wilson, Jr. The minutes of December 18, 1951 were read and approved. Dr. Paul W. Sanders acting chairman of the Board of Commissioners reported the following: 1 Request of board for instruction as to handling of delinquent of of charts by doctors practicing at Roper. 2. The unethical practice of one doctor examining old charts of patients of another doctor for the purpose of reporting findings to attorneys in cases of litigation 3. That the Board of Commissioners paid off the entire outstanding debt of Roper through its depreciation fund. It is now looking forward to expanding 4. That application has been put in under the Hill-Burton act for Federal aid. That such aid would be more likely if we could incorporate some plan whereby a aolored unit could be built for the use by and staffing of the colored physicians colored patients. Also for colored school of nursing. He stated Atlanta, Augusta, and Columbia have such a plan at present. He requested the sentiment of the in guiding the Board's future action. 5. He also pointed out the acute scarcity of hospital beds and asked that all members practice the "Golden Rule" in scheduling elective operations and elective admissions. The Society took the following action on Dr. Sanders' proposals: 1. Dr. Bachman Smith moved, duly seconded by,Dr. E. F. Parker and amended by Dr. J. R. Paul and finally passed that the board use disciplinary action by suspension of hospital privileges if charts are not signed by attending for a period of two months after notice from the record room. Such suspension to end as soon at charts months after notice the are signed. 2. It was moved by Dr. I. R. Wilson, Jr., duly seconded by Dr. Vince Moseley and passed that all hospital records are available for any staff member provided the
